Council Operating Mechanism

In accordance with Article Twenty-Two, the Council convenes at least once a month during the academic year, and a meeting shall not be considered valid unless attended by at least two-thirds of its members, including the Chairman or his designated representative. Council decisions are issued by a majority vote of the members present and take effect unless the University President objects within twenty days.

All agenda items are submitted to the Chairman of the Council and referred to the Council Secretary for scheduling
Agenda items are uploaded electronically to the Ijtimaeaty (Meetings) system sufficiently in advance of the meeting
Minutes of the meeting are prepared and approved by the Chairman of the Council, then submitted to His Excellency the University President for final approval
Following approval, decisions are communicated to the relevant entities, each within its area of concern

Council Mandate and Powers

In accordance with Article Twenty-One of the University System, the Scientific Council is responsible, in particular, for:

Approving the academic promotion of faculty members
Recommending the appointment of faculty members
Approving sabbatical leave and scientific communication leave for faculty members, as well as their external academic scientific participation
Recommending approval for the utilization of faculty members' services through secondment, assignment, or contracting with public and private sector entities
Approving the issuance of scientific journals and periodicals and the formation of their editorial boards
Recommending the establishment of scientific societies and overseeing their system
Recommending the general frameworks for scientific research and innovation policies
Proposing the rules governing scholarship and training programs

Duties of Scientific Council Members

Communicating with the Council Secretariat to obtain all updated decisions and procedures
Attending Council meetings and providing views on the topics presented
Presenting achievement reports for the faculty or institute represented (scientific communication, sabbatical leave, and others)
Voting on Scientific Council decisions
Responding to inquiries from applicants of the faculties represented prior to the submission of their requests, to ensure the completeness of requirements and documents
Attending the scientific lecture of appointment applicants who are not University scholarship recipients, and submitting a report thereon
Participating in interview subcommittees for appointment applicants, in the capacity of chairman or member
