Biography

Dr. Mohammed Al-Qahtani holds a Ph.D. in Administrative and Constitutional Judiciary from Newcastle University, UK (2008), an LL.M. in European Law from the University of Hull (2004), and a Bachelor’s degree in Public Law with honors from King Abdulaziz University (1998).

He has held several prominent positions, including Legal Advisor to His Royal Highness the Governor of Makkah Region, Advisor to the Minister of Labor and Social Development, Assistant to the Mayor of Jeddah for Legal Affairs, and Legal Advisor at the Ministry of Commerce, in addition to various academic and administrative roles at King Abdulaziz University.

Dr. Al-Qahtani has extensive experience in commercial arbitration, having chaired and participated in more than 23 local and international arbitration cases. He is a member and certified arbitrator of the International Court of Arbitration (ICC) and the Kuwait Commercial Arbitration Center, and a Fellow of the Chartered Institute of Arbitrators (FCIArb).

He has authored and published several books and scholarly works, as well as peer-reviewed research in areas including oversight of administrative contracts, compensation for expropriation, transparency and anti-corruption, and the legal implications of the COVID-19 pandemic on administrative contracts.

He has also delivered numerous specialized training courses for the Royal Court, the Council of Ministers, the Ministry of Labor, the Ministry of Health, and Public Security officers, focusing on administrative investigation, legal drafting, and enforcement procedures.

With broad administrative and legislative expertise, he has contributed to drafting and proposing amendments to government regulations, in addition to chairing and organizing conferences and scientific forums. He is also an active member of several academic and advisory boards inside and outside the Kingdom and is committed to promoting legal awareness through training and media engagement.
