The Scientific Research and Innovation in Universities, issued by the Council of University Affairs, serves as the primary regulatory framework that defines the policies and procedures related to scientific research and innovation within universities. This bylaw aims to organize the research process in a manner that ensures quality and transparency, fosters a supportive environment for researchers and research teams, and promotes a culture of innovation and scientific creativity in alignment with the objectives and academic mission of the universities.

The bylaw outlines the responsibilities and roles of the various entities involved in scientific research, procedures for submitting and approving research projects, criteria for evaluating research performance, management of funding and support, and intellectual property rights, in addition to encouraging both internal and external research collaboration. It also works to standardize research practices across different colleges and research centers, thereby enhancing the quality of scientific research, achieving the universities’ objectives, and supporting the Kingdom’s Vision 2030.
