Ambassador Faisal TRAD

A distinguished Saudi diplomat and internationally recognized expert in politics and international relations, particularly in intellectual property, the World Trade Organization, telecommunications, humanitarian affairs, refugees, global health, and international labor issues. He served his country, leadership, and nation for over forty years.

During the later years of his career, he served as Ambassador Extraordinary and Plenipotentiary and Permanent Representative of Saudi Arabia across three continents (Africa, Asia, and Europe) in eight diplomatic missions. His assignments included Permanent Representative to the Arab League, Ambassador to Japan, Ambassador to India, Ambassador to Belgium and non-resident Ambassador to Luxembourg, as well as Permanent Representative to the European Union and the Council of Europe. He also served as Permanent Representative of Saudi Arabia to the United Nations and other international organizations in Geneva.

He represented the Kingdom in numerous international meetings, including four Arab summits, three Gulf summits, two Islamic summits, and two United Nations summits. He also served on more than fifty joint committees and was part of the Saudi negotiating team for accession to the World Trade Organization.

While serving in Geneva, he chaired the Advisory Committee of the United Nations Human Rights Council in 2015.

He received special honors from Waseda University in Tokyo and Jamia Millia Islamia University in New Delhi, as well as the “Messengers of Peace Heroes” shield from the King of Sweden.

At the Ministry of Investment, Samar led the healthcare vertical of Saudi Arabia’s National Investment Strategy — structuring a major national investment pipeline, co-designing transaction frameworks with global and regional institutional investors, and shaping the regulatory and incentive environment that underpins Vision 2030’s private sector health agenda. She has worked directly with venture capital funds, private equity firms, and multinational corporate investors to unlock capital across care delivery, MedTech manufacturing, and digital health — bringing sovereign-level investment experience that few practitioners in the region can match. Beyond her institutional career, Samar is an active venture partner and equity shareholder across three ventures in technology and culture. She serves as Fractional Chief Strategy Officer and Chair of the Advisory Board at Frequency Room, a music-led social and cultural enterprise in Jeddah, and as Fractional Chief Growth Officer at Asano, an AI-powered real estate development intelligence platform. She brings to each engagement the same rigour she applied at scale: strategic clarity, market access, and governance that creates lasting value. Samar holds an MSc in Healthcare and Design from Imperial College London, an MBA in International Business from the University of Birmingham, and a BSc in Biochemistry from King Abdulaziz University. She has completed executive programmes at IMD in Board Governance and at Stanford in the Effective Use of Power. She is based in Riyadh and advises organisations navigating the future of health, investment, and innovation in the Gulf and across the Middle East and Africa.
