Abstract : Introduction Because of the importance of technological innovations today, the process of preparing and training the workers in the educational field on how to make the best use of these innovations has become an indispensable matter as scientific advance of knowledge can do nothing without the efficient intervention of the human element who can make the best use of technological innovations. Therefore, we should pay a great attention to educational technology specialists because they represent the main factor in the process of educational technology as they are the effective instruments in implementing the technological innovations in the educational institutions through their cooperation with both teachers and administration. This stresses the importance of educational technology specialists in the process of education development. In spite of the importance of educational technology specialists role in using the technological innovations in the educational process, they do not male the best use of these innovations because of their inability to use these innovations efficiently. Hence, the importance of this thesis lies in presenting a training program for acquiring the specialists of technological innovations the ability to deal with some technological innovations. Research Problem: The problem of the present thesis lies in the inability of educational technology specialists to use some forms of technological innovations. The research problems can be stated in the following questions: 1. What are the technological innovations that should be acquired efficiently by educational technology specialists? 2. What is the proposed program based on modules for training educational technology specialists on using these technological innovations? 3. What is the effect of this program on acquiring educational technology specialists the skills that can help them during service using these innovations? The Aims of Research: The present thesis aims at presenting a program for training the specialists of educational technology on the use of some technological innovations. This aim may be subdivided into several points: 1- Being aware of the technological innovations that should be mastered by educational technology specialists during service. 2- Realizing the effect of the training program on a. Developing the cognitive aspects related to the educational technology specialists use of some technological innovations. b. Developing the skills required to educational technology specialists. Use of some technological innovations. Research hypotheses: The present thesis attempts to investigate the truth of these hypotheses. 1- There are significant differences at level (0.01) in the means of educational technology specialists, cognitive achievement, between pre and post test in favor of the post test. 2- There are significant differences at level (0.01) in the means of educational technology specialists skill performance in the general observation card between pre and post test in favor of the post performance. 3- There are significant differences at level (0.01) in the means of educational technology specialists’ skill performance in the using of the electronic education module test pre and post module in favor of the post test. 4- There are significant differences at level (0.01) in the means of educational technology specialists’ skill performance in the using of the multimedia module test pre and post module in favor of the post test. 5- There are significant differences at level (0.01) in the means of educational technology specialists’ skill performance in the using of distant learning module test pre and post module in favor of the post test. 6- There are significant differences at level (0.01) in the means of educational technology specialists’ skill performance in the using of internet module test pre and post module in favor the post test. 7- There are significant differences at level (0.01) in the means of educational technology specialists’ skill performance in the observation card of the electronic mail module pre and post module in favor of the post card. 8- There are significant differences at level (0.01) in the means of educational technology specialists skill performance in the electronic mail module test pre and post module in favor of the post test. 9- There are significant differences at level (0.01) in the means of educational technology specialists’ skill and performance in the observation card of the electronic mail module pre and post module in favor the post card. 10- There are significant differences at level (0.01) in the means of educational technology specialists’ skill and performance in the test of web pages module pre and post module in favor of the post test. 11- There are significant differences at level (0.01) in the means of educational technology specialists’ skill and performance in the observation card of web pages module pre and post module in favor of the post card. 12- The program effectiveness up to (1.2) by using “blake” equation for adaptive gain in the cognitive achievement and skill performance at using instructional technology in the program. Research limits: This thesis is devoted to the following limits: 1. Training a number of educational technology specialists in Kafr El-Sheikh. 2. Training educational technology specialists on the technological innovations in the light of their needs. Research Importance This research is expected to help in: 1- concluding a list of a number of technological innovations required for education technology specialists during service. 2- Making use of this list in preparing education technology specialists during pre service. 3- Making use of the training program of research in preparing education technology specialists during service. 4- Making use of this thesis in strengthening points of strength and treating points of weakness in the use of some technological innovations. 5- Making use of measurement tools used in the thesis for assessing the performance of educational technology specialists in the use of some technological innovations. Research curriculum The thesis depends on the following two curricula: 1. The Analytic Descriptive curriculum. This curriculum tries to describe and interpret the content. It is used in the present thesis in order to describe and analyze the previous researches and studies. 2. The semi experimental curriculum: This curriculum is used to know the effect of the in dependent variable on the dependent variables. The experimental curriculum is used in this research to show to relation between the following variables: 1. The independent variable: A program of self learning (modules). 2. The dependent variables: a. The cognitive achievement of technological innovations (electronic learning multimedia distant learning, electronic mast, web pages). b. The practical performance for the skills of technological innovations use (internet, electronic mail, Web pages). The Experimental Design of Research In the light of the variable of research, the researcher depends on the Experimental design known as one group pre-post test design. The following table represents the experimental Design used in the thesis. The researcher uses the statistic style known as (T-test) for treating the data of pre-post application on the experimental group. 2. The researcher also uses “Blake” equation for adaptive gain for measuring the actual gain of the achievement test and observation card. The subject of the Experimental treatment: The researcher has designed the content of the experimental treatment as consisting of six modules in the light of the training needs of educational technology specialists. These needs are to following: • The first module: Electronic learning • The second module: Multimedia • The third module: Distant learning • The fourth module: Internet • The fifth module: electronic mail • The sixth module: Web pages. Research tools The researcher has prepared the following tools: 1. A questionnaire for knowing the technological innovations required for education technology specialists from the perspective of the specialized experts. 2. A card for determining the training needs of educational technology specialists. 3. Achievement test for measuring the achievement of educational technology specialists from the information included in the program. 4. Observation cards for knowing the level of educational technology specialists in the use of these innovations (Internet, electronic mail, Web pages). Research sample The research sample was selected from a number of educational technology specialists who work’s the governorate of Kafr El-Sheikh. Their total number is 15 persons. ¬Research Procedures: 1- Determining the technological innovations that should be used efficiently by educational technology specialists during service through: a. The previous theses and studies that dealt with technological innovations. b. The specialized books and periodicals in the field of educational technology. c. The functional description of educational technology specialists. d. Educational technology specialists views e. The actual spread of technological innovations in the educational process. f. The Nature of educational technology as a science. 2- Presenting these technological innovations to a number of referees in the fields of Educational technology, curricula and Methods of Research in order to assess and put them in the final form. 3- Designing a cord of training needs that includes a number of technological innovations in order to be presented to the chosen educational technology specialists to choose what suit their training needs. 4- Designing a training program based on modules for developing the skills of using the technological innovations determined in the previous step. 5- Adapting the program through presenting it to a group of experts in the fields of curricula, Methods of Teaching Education Technology. 6- Determining the tools of measurement required for the program as consisting of the following: a. Cognitive achievement test for determining the cognitive knowledge of the program. b. Three observation cards for measuring the performance of educational technology specialists in the use of these innovations. 7- Presenting the tools of measurement for a number of referees specialized in curricular, methods of teaching and Education technology to investigate the truth. 8- Choosing the group of research that consists of 15 educational technology specialists who work in Kafr El-Sheikh. 9- Performing the initial experience on a group of educational technology specialists (10) for measuring the validity of the program before the actual experience. 10- The pre application of measurement tools on the chosen educational technology specialists for determining their cognitive level of the program. 11- The application of the training program on the main group of Research. 12- The post application of measurement tools used in the program for knowing the effect of the program in achieving its purposes. 13- Statistic and Analytic conclusions. 14- Recommendations and suggestions. Research Results 1- There are significant differences at level (0.01) in the means of educational technology specialists, cognitive achievement, between pre and post test in favor of the post test. 2- There are significant differences at level (0.01) in the means of educational technology specialists skill performance in the general observation card between pre and post test in favor of the post performance. 3- There are significant differences at level (0.01) in the means of educational technology specialists’ skill performance in the using of the electronic education module test pre and post module in favor of the post test. 4- There are significant differences at level (0.01) in the means of educational technology specialists’ skill performance in the using of the multimedia module test pre and post module in favor of the post test. 5- There are significant differences at level (0.01) in the means of educational technology specialists’ skill performance in the using of distant learning module test pre and post module in favor of the post test. 6- There are significant differences at level (0.01) in the means of educational technology specialists’ skill performance in the using of internet module test pre and post module in favor the post test. 7- There are significant differences at level (0.01) in the means of educational technology specialists’ skill performance in the observation card of the electronic mail module pre and post module in favor of the post card. 8- There are significant differences at level (0.01) in the means of educational technology specialists skill performance in the electronic mail module test pre and post module in favor of the post test. 9- There are significant differences at level (0.01) in the means of educational technology specialists’ skill and performance in the observation card of the electronic mail module pre and post module in favor the post card. 10- There are significant differences at level (0.01) in the means of educational technology specialists’ skill and performance in the test of web pages module pre and post module in favor of the post test. 11- There are significant differences at level (0.01) in the means of educational technology specialists’ skill and performance in the observation card of web pages module pre and post module in favor of the post card. 12- The program effectiveness up to (1.2) by using “blake” equation for adaptive gain in the cognitive achievement and skill performance at using instructional technology in the program. Recommendations: In the light of the results obtained in the present study, the researcher recommends the following considerations: (1) The necessity of ongoing revision of the list of technological innovations that the present thesis has come to in order to ensure its completeness when planning the programs of preparing educational technology specialists during pre-service. (2) Faculties of specific education should be provided with the elements of the different technological innovations that are needed by education technology specialists after graduation in order to be accustomed to them before graduation. (3) The necessity for faculties of education and specific education to core about preparing and training the staff members, who are specialized in the field of educational technology, on the use of the different technological innovations to be able to prepare and train education technology specialists to use these innovations. (4) The present thesis has come to a list of technological innovations. So the researcher recommends making use of this list when preparing training programs for educational technology specialists during service. (5) On designing training programs for educational technology specialists during services they should be carried out in the light of the needs of educational technology specialists. (6) The necessity of caring about application in the vocational preparation of educational technology specialists whether in pre or during service. (7) In the light of the results of the present thesis that have proved the effectiveness and efficiency of the program, the researcher recommends the programs of training educational technology specialists of adopting the style of self learning (modules) on carrying out these programs. (8) The present thesis has proved the effectiveness and efficiency of the program in training educational technology specialists during service. So the researcher recommends the possibility of using this program in other training programs that can be used for training on the some innovations of the present program. (9) The possibility of making use of the different measurement tools prepared by the researcher in assessing the performance of educational technology specialists during service. Suggested Research: 1- Studying the possible future roles for educational technology specialists. 2- Developing the courses of study in the departments of technological education in faculties of specific education in the light of technological innovations. 3- Presenting A study on the possibility of making use of technological innovations in pre university education. 4- The effectiveness of a similar training program for training on other forms of technological innovations that are not included in the program. 5- The effectiveness of on electronic curriculum on the Internet that can be used for training educational technology specialists to use some technological innovations.
