Total Quality Management is a new philosophy, which illustrates the eternal search for continuos quality improvement. It uses different technique to do so. Empowerment is one of these techniques. Empowerment means giving employees freedom of action to provide better services to customers This research paper presents a “Paradigm” based on two assumptions: First Assumption: Providing Employees with realauthority and responsibility isconsidered an important tool of empowerment. Second Assumption: Providing Information to employees, like expressing trust and confidence is another important tool. Based on the abovementioned assumptions the paradigm was built. As a result, the paradigm provided four managerial styles. They are: Empowerment, Involvement, Participation and Autocracy The paper also includes a questionnaire to help management and trainees in training programs to analyze and know their own basic and back-up styles of management
