Abstract : The researcher studying the impact of assessment centers and training institutes on the development of human resources and criteria for determining levels of centers and institutes in the civil support, development and human resources development in Saudi Arabia. The researcher used the survey's methodology is descriptive and based on case study of reality and by using the forms questionnaire to obtain information about the centers and institutes and the use of scientific standards in training and has been found that there is a big shortage of interest in this aspect, which reflected negatively on the ability of the centers and institutes in the development of human resources in the Kingdom of the image that achieve the objectives of training and skills development of trainees and prepare them for the labor market in multiple disciplines required by the labor market. In light of the information field of the researcher could provide a model that can be used practically to evaluate the training centers and schools so that quantitative standards to help these centers and institutes in the development of plans and training programs in addition to determining the levels of training centers and the scientific process.
